One lower rate if custom house porter fees (dragarpengar) are paid and a higher rate if no such fees are paid. Both these rates are lower than the fee on this item so the rate paid here is most probably the lower fee (which was 30 öre 1 Jul 1948 to 31 Mar 1959) + the custom house porter fee.
