30 May 1978 to 15 Jun 1980
US foreign surface letter rate 20 c
Swedish foreign surface letter rate 170 öre
US handstamp shows amount missing in US cents and US surface letter rate.
In Sweden the indicated fraction multiplied by 170 rounded up to next 5 öre and a handling fee of 100 öre were normally paid by affixing stamps on an advice card sent along with item by the Swedish post office. Items handed out at the window or by rural carriers may have the amount due affixed on the item.

Second rate air mail letter with 31 cent. Correct rate 62 cent. US due handstamp indicates deficiency 62 cent (under label) and foreign letter rate 20 cent. So the US post office has regarded this as a triple rate cover with 62 cent deficeincy. In Sweden this has been regarded as incorrect and one calculated with a 31 cent deficiency and 31/20 of foreign letter rate 170 öre = 263.5 öre rounded up to 265 öre and a handling fee of 100 öre, totally 365 öre have been charged. The amount has been paid cash at the window as can bee seen from the receipt attached on the item.
